Saudi Arabia’s private capital market drew SAR20 billion, or US$5.3 billion, from foreign investors in 2025. That accounted for about 60% of total private capital investment in the Kingdom, according to a Saudi Venture Capital Company report cited by Saudi Press Agency.
Foreign capital deepens its reach
The report, titled Global Investment in Saudi Arabia’s Private Markets, says more than SAR40 billion, or US$11 billion, in foreign private capital has flowed into Saudi private markets since 2019. It also says the foreign investor base expanded from 28 institutions in 2019 to 148 in 2025.
That growth points to a broader shift in investor behaviour. International capital is treating the Kingdom as a destination in its own right, rather than a regional add-on. The report links that change to clearer entry pathways, deeper market infrastructure and stronger local partners.
SVC chief executive Nora Alsarhan said nearly 150 institutions from the United States, Europe and Asia have joined a market once anchored regionally. She said the Kingdom now rewards committed capital more than opportunistic flows.
Venture capital remains the main entry point
The report says Saudi Arabia has kept its place as the largest venture capital market in the MENA region for a third straight year. It also says venture capital remains the main gateway for foreign private investment.
Private equity is also broadening. The report points to a rising number of mid-market transactions, which suggests a wider pipeline for dealmakers and growth investors. Private debt is gaining importance too, with the report describing it as a complementary channel for business expansion and pre-IPO readiness.
These trends fit Saudi Arabia’s wider reform drive under Vision 2030. The report says economic reforms and regulatory modernisation have helped build one of the region’s most active private capital ecosystems. For investors, that matters because it lowers friction and improves the quality of deployment opportunities.
The next test will be whether foreign inflows continue to diversify beyond venture capital. Investors will watch how quickly private equity and private debt scale, and whether Saudi private capital keeps drawing long-term institutions at the same pace.
